San Luis Obispo County, CA -- The San Luis Obispo County Integrated Waste Management Authority (IWMA) announces the appointment of Coby Skye to lead the agency as its Executive Director starting July 7, 2025. After conducting an extensive executive search, the Board of Directors unanimously selected Mr. Skye as the top candidate for this position.
As the Executive Director for the IWMA, Mr. Skye will serve as the Chief Administrative Officer, responsible for overseeing all agency operations, implementing the Agency’s annual budget, and guiding long-term strategic planning. He will also oversee the countywide Household Hazardous Waste program, coordinate solid waste activities across member jurisdictions and present plans, programs, and projects at public and community meetings.

Mr. Skye previously served as the Deputy Director of Environmental Services for Los Angeles County Department of Public Works, implementing new residential and commercial organic waste collection, evaluating Integrated Waste Management Plan documents for the County of Los Angeles, and coordinating the LA County Zero Waste Plan. In addition to 25 years of experience in the environmental industry, Mr. Skye holds a Master of Public Administration from California State University Long Beach and a Bachelor of Science in Civil and Environmental Engineering from Polytechnic University in Brooklyn, NY.

About the IWMA: The IWMA is a Joint Powers Authority (JPA) formed in 1994 by San Luis Obispo County and the Cities and Community Service Districts (CSDs) within it to more effectively manage local solid waste programs. The IWMA represents 20 jurisdictions and serves a population of over 282,000 residents through management of our 44 solid waste and recycling programs.
